종합부동산세란?
종합부동산세(종부세)는 인별로 보유한 주택의 공시가격 합계가 공제금액을 초과할 때 국세로 부과되는 세금입니다. 공제 후 금액에 공정시장가액비율(60%)을 곱해 과세표준을 구하고, 세율표를 적용해 산출세액을 계산합니다.
공제금액과 세율표 (2026년)
1세대1주택자는 12억원, 2주택 이하·3주택 이상은 9억원을 공제합니다. 공제 후 금액×60%가 과세표준이며, 3주택 이상은 과표 12억 초과 구간부터 더 높은 중과세율이 적용됩니다.

3주택 이상 중과는?
3주택 이상 보유자는 과세표준 12억원 초과 구간부터 2주택 이하보다 높은 세율(최고 5.0%)이 적용됩니다. 본 계산기는 확정 세율표 기준 산출세액만 계산하며, 1세대1주택 세액공제(고령·장기보유)·재산세 중복분 공제는 반영하지 않습니다.
What is comprehensive real estate tax?
Comprehensive real estate tax is a national tax levied when an individual's total published price of owned houses exceeds a deduction threshold. After deducting the threshold, a fair market ratio (60%) is applied to get the tax base, then the rate table is applied.
Deductions and rate table (2026)
One-household one-house owners deduct 1.2B KRW; others (2 houses or fewer / 3+ houses) deduct 900M KRW. The remainder × 60% is the tax base. 3+ house owners face higher surcharge rates above a 1.2B tax base.
Surcharge for 3+ houses
Owners of 3 or more houses face higher rates (up to 5.0%) above a 1.2B KRW tax base compared to 2-or-fewer owners. This tool computes only the calculated tax from the fixed rate table; age/long-term holding credits and property tax overlap deductions are not included.
3주택 이상 중과세율과 세액공제
종합부동산세는 주택 수에 따라 세율표가 갈립니다. 위 표가 2주택 이하 기준이고, 3주택부터는 과세표준이 일정 금액을 넘는 구간에서 세율이 크게 올라갑니다.

과세표준이 낮은 구간에서는 2주택 이하와 세율이 같습니다. 갈라지는 지점은 중간 구간부터입니다.

과세표준은 보유한 주택 공시가격을 모두 더한 뒤 공제액을 빼고, 남은 금액에 공정시장가액비율을 곱해 구합니다. 공제액에 못 미치면 종부세는 나오지 않습니다.
1세대 1주택자가 받는 세액공제
공제액이 더 큰 것 외에도, 1세대 1주택자는 산출세액에서 일정 비율을 빼 주는 세액공제를 받습니다. 두 가지가 있고 합산해서 적용됩니다.
하나는 연령에 따른 공제입니다. 만 60세부터 시작해 나이가 많을수록 공제율이 올라갑니다. 다른 하나는 보유기간에 따른 공제로, 5년 이상 보유했을 때부터 적용되고 기간이 길수록 커집니다.
두 공제를 합한 한도가 정해져 있어 무한정 늘어나지는 않습니다. 오래 살아온 고령자의 부담을 덜어 주는 취지라, 같은 집이라도 소유자가 누구인지에 따라 세액이 크게 달라집니다.
재산세와의 이중과세 조정
같은 주택에 재산세와 종합부동산세가 모두 붙습니다. 이중으로 매기는 셈이라, 종부세를 계산할 때 그 과세표준에 대해 이미 부과된 재산세 상당액을 빼 줍니다.
이 조정 때문에 재산세 고지 금액을 그대로 더해 총 보유세를 어림하면 실제보다 많게 나옵니다. 보유세 부담을 가늠할 때는 조정 후 금액을 봐야 합니다.
세부담상한도 있습니다. 직전 연도에 부과된 재산세와 종부세 합계액을 기준으로 일정 배수를 넘지 못하도록 제한하므로, 공시가격이 급등한 해에도 세액이 그만큼 뛰지는 않습니다.
과세기준일과 납부
과세기준일은 재산세와 같은 6월 1일입니다. 이날 소유자가 그 해 종부세를 냅니다. 6월 1일 직전에 사면 그 해 보유세를 온전히 떠안게 되므로, 잔금일을 6월 2일 이후로 잡는 것이 매수인에게 유리합니다.
국세청이 세액을 계산해 11월 하순에 고지서를 보내고, 납부 기간은 12월 1일부터 15일까지입니다. 신고 방식도 선택할 수 있어, 고지 내용이 실제와 다르면 직접 신고해 바로잡을 수 있습니다.
납부할 세액이 일정 금액을 넘으면 분납이 가능하고, 1세대 1주택 고령자·장기보유자는 요건을 갖추면 주택을 팔거나 상속할 때까지 납부를 미루는 납부유예를 신청할 수 있습니다.

Add the published prices of all homes owned, subtract the deduction, and multiply the remainder by the fair market value ratio. Below the deduction, no tax arises.
Credits for single-home owners
Beyond the larger deduction, single-home owners receive credits against the assessed tax. Two apply and they combine.
One is age-based, starting at 60 and rising with age. The other is holding-period based, starting at five years and increasing with duration.
A combined ceiling caps the total. The design relieves long-resident older owners, so identical homes can attract very different bills depending on the owner.
Adjusting for property tax already paid
Both taxes fall on the same home, so property tax already charged on the overlapping base is deducted from the comprehensive tax.
Because of this, adding the property tax bill directly to a comprehensive tax estimate overstates the burden. Use the adjusted figure.
A burden cap also applies, limiting the combined total to a multiple of the previous year's, so bills do not track sharp jumps in published prices.
Assessment date and payment
The assessment date is 1 June, as for property tax. Buying just before it means bearing the whole year's holding taxes, so a balance date from 2 June suits the buyer.
The National Tax Service issues assessments in late November for payment between 1 and 15 December. Self-assessment is also available where the notice does not match the facts.
Larger amounts may be paid in instalments, and qualifying older or long-holding single-home owners can defer payment until the home is sold or inherited.
