The LTV cap is lower, so it becomes the final limit.

What is the mortgage limit?

The mortgage limit is the smaller of the LTV-based limit and the DSR-based limit.

What is LTV?

LTV (Loan To Value) is the ratio of the loan amount to the collateral home's value. The cap varies by regulated area, number of homes owned, and loan type.

What is DSR?

DSR (Debt Service Ratio) is the ratio of annual principal-and-interest repayments across all loans (existing + new) to annual income. The typical bank cap is 40%.

How it's calculated

LTV limit = home price × LTV cap

DSR-available annual repayment = income × DSR cap − existing repayment

What LTV, DTI and DSR each restrict

The three rules sound alike but measure different things. The binding limit is whichever is tightest, so it pays to know which one is doing the work.

Headline lending caps (varying by region and borrower)
RuleDefault cap
DSR — total debt service ratio, banks40%
LTV — loan to value, baseline70%

Actual ratios vary with regulated-area status, first-time purchase and the number of homes owned; these are baselines and may be tighter.

What each measures

  • LTV looks at the property. It caps borrowing against the home's value, regardless of income.
  • DTI looks at income against mortgage repayments, limiting the share of annual income taken by mortgage principal and interest plus interest on other debt.
  • DSR looks at everything. It counts every loan — unsecured credit, car finance, card loans — against annual income, and is the tightest of the three.

Stress DSR

Variable-rate borrowers face higher payments if rates rise, so stress DSR calculates the ratio at the actual rate plus a buffer — reducing the limit accordingly.

Fixed-rate products carry a smaller buffer or none, so the same income supports a larger loan when the rate is fixed.

The buffer has been widened in stages and moves with market conditions, so check the rule in force at drawdown.

What actually raises the limit

Where DSR binds, clearing existing debt is the most direct move — even unused overdraft limits count, so trimming them helps.

Extending the term lowers annual repayments and so the ratio, at the cost of more total interest.

Policy products for first-time buyers, newlyweds and younger borrowers often apply more generous limits or rates, and are worth checking first.

Legal basis

  • DSR, LTV and DTI — Financial Services Commission supervisory regulations
  • Duty to explain — Financial Consumer Protection Act art. 19
How is the mortgage limit set?
It's the smaller of the LTV-based limit and the DSR-based limit.
What if LTV and DSR limits differ?
The lower one becomes the actual maximum loan amount.
Does an existing loan reduce the limit?
Yes — its annual repayment is subtracted from the DSR-available repayment, shrinking the new loan limit.
How do I check if my desired loan exceeds the limit?
Enter a desired loan amount to see your current LTV and DSR against the 70% LTV / 40% DSR regulatory caps.
