Unemployment Benefits: Who Gets What
Eligibility — three cases by reason for leaving
The common requirement is at least 180 accumulated insured days within the 18 months before separation, plus genuine willingness and ability to work while actively job-seeking. Case A (layoff, contract expiry, termination) — involuntary separations tied to the employer’s circumstances — qualify directly. Case B (a plain voluntary resignation) generally does not qualify, except when a legally recognized justified reason applies (unpaid wages, an unreasonable commute, health, childcare). Case C (fixed-term contract expiry or refusal to renew) is treated as involuntary and qualifies. In all three cases, the 180-day and job-seeking requirements still apply on top — only the reason for separation is assessed separately.
The daily benefit — floor and ceiling cases
The daily benefit is 60% of the average wage, bounded between an upper cap of 68,100 KRW and a floor of 66,048 KRW (2026 minimum hourly wage × 8 hours × 80%). Lower average wages tend to hit the floor and higher ones the ceiling, so many recipients’ daily benefits end up clustered within this narrow band.
| Avg. daily wage | 60% of wage | Actual daily benefit |
|---|---|---|
| 70,000 KRW (floor applies) | 42,000 원 | 66,048 원 |
| 112,000 KRW (used as-is) | 67,200 원 | 67,200 원 |
| 200,000 KRW (cap applies) | 120,000 원 | 68,100 원 |
When 60% of the average wage falls below the floor, the floor (66,048 KRW) applies instead; when it exceeds the cap, the cap (68,100 KRW) applies. Try the unemployment benefit calculator with your own numbers.
Benefit duration by insured period and age
| Insured period | Under 50 | 50+ / disabled |
|---|---|---|
| Under 1 yr | 120 일 | 120 일 |
| 1–3 yr | 150 일 | 180 일 |
| 3–5 yr | 180 일 | 210 일 |
| 5–10 yr | 210 일 | 240 일 |
| 10+ yr | 240 일 | 270 일 |
For example, 7 years of insured service under age 50 gives 210 benefit days. Multiplying the floor (66,048), actual (67,200) and cap (68,100) daily rates by 210 days gives total benefits of 13,870,080 KRW, 14,112,000 KRW and 14,301,000 KRW respectively.
Obligations while receiving benefits
Receiving unemployment benefits also comes with ongoing obligations. At each unemployment recognition, you must demonstrate actual job-seeking activity, and any employment or income during that period must be reported immediately. Refusing a job referral or training assignment from the center without a justified reason can suspend or reduce payments. Fraudulently obtained benefits must be repaid, and can also trigger additional penalties or criminal liability — reporting obligations should not be taken lightly.
How to apply, in brief
Worknet, Employment Insurance and the other online employment services have been consolidated into Work24 (work24.go.kr). The typical flow is: ① file a job-seeking application on Work24 ② complete the online orientation for benefit applicants ③ apply for eligibility at your local Employment Welfare Center (the first application generally requires an in-person visit) ④ report job-seeking activity for "unemployment recognition" every 1–4 weeks once approved ⑤ receive payment for each recognized period. Actual processing times and documents vary by case, so confirm the exact procedure with your Employment Welfare Center or on Work24.
